  1. Preheat the oven to 400°F. Lightly grease a 9×13-inch baking dish.
  2. Heat the olive oil in a large skillet over medium-high heat. Add the ground beef and onion and cook, breaking up the beef, until browned, about 6–8 minutes. Add the garlic and cook 1 minute more. Drain off the excess fat.
  3. Season with salt, pepper, and onion powder. Stir in the cream of mushroom soup and sour cream until combined, then stir in 1 cup of the cheddar cheese.
  4. Spread the mixture evenly in the prepared baking dish.
  5. Arrange the frozen tater tots on top in neat rows (or scatter them — both work).
  6. Bake for 30 minutes. Sprinkle with the remaining ½ cup of cheddar and bake 5–10 minutes more, until the tots are golden and crispy and the casserole is bubbly.
  7. Let it rest for 5 minutes, garnish with parsley, and serve.

No sour cream? Substitute plain Greek yogurt or 1 cup of milk. Make it ahead: assemble the casserole (without the final cheese sprinkle), cover, and refrigerate up to 24 hours.
