Pempek (Palembang fish cakes) with sweet-sour vinegar sauce

Pempek is Palembang’s pride, a chewy fish cake born from South Sumatra’s rivers and sold in every corner of the city. The dough is simply fish, tapioca starch, and seasoning, boiled and then fried until golden. Visitors plan whole trips to Palembang around it, and locals defend their favorite vendor like family honor. The dipping sauce, cuko, is half the experience. The cakes come in many shapes — rounds, logs, even little stuffed pillows — but the dough is always the same.

Chewy fish cakes in a dark, sweet-sour sauce

The contrast is everything: dense, bouncy, fishy-sweet cakes against cuko, a sharp, dark sauce of palm sugar, tamarind, and chili. Crisp on the outside, springy within, each piece begs for another dunk in that vinegar sauce. It is a snack so distinctive that one bite explains the pilgrimage. If you are new to pempek, start with the simplest shape and work your way up.

Step by stepInstructions

  1. Blend the fish, egg, salt, pepper, and sugar in a food processor until smooth and sticky.
  2. Transfer to a bowl and knead in the tapioca starch and ice water until the dough is elastic and comes together.
  3. Shape into logs, disks, or small balls with wet hands.
  4. Bring a large pot of water to a boil, drop in the pempek, and boil until they float and feel firm, about 10 minutes. Drain and let cool.
  5. Heat oil to 350°F and fry the pempek until golden and crisp, about 3 minutes.
  6. Make the sauce: simmer the water, palm sugar, and tamarind water until slightly syrupy, then stir in the blended chili mixture. Serve the pempek with the sauce on the side.

💡 Chef tips & storage

Use ice water in the dough and knead until the mixture turns elastic and sticky — that gives pempek its bounce. Boil the cakes before frying so the centers cook through.
