Lechon kawali is the home cook’s answer to the whole roasted pig, lechon, that anchors every big Filipino fiesta. Instead of a day of spit-roasting, pork belly is simmered with garlic and peppercorns until tender, then fried until the skin erupts into deep, golden crackling.   1. In a large pot, combine the pork belly, water, salt, garlic, bay leaves, and peppercorns. Bring to a boil, then lower the heat and simmer for 35 to 40 minutes, until the pork is fork-tender.
  2. Drain the pork well and pat every surface completely dry with paper towels. Let it rest on a rack for at least 20 minutes, or up to an hour in the fridge.
  3. Heat the oil in a deep, heavy pot to 350°F.
  4. Carefully lower the pork slabs into the hot oil, working in batches so the pot is not crowded. Fry for 8 to 10 minutes, turning occasionally, until deep golden brown and the skin is crisp all over.
  5. Drain on paper towels and let rest for 5 minutes, then chop into bite-size pieces.
  6. Stir together the vinegar, soy sauce, shallot, and chili for the dipping sauce and serve alongside the hot pork.

The secret is drying the boiled pork thoroughly — pat it dry and let it air-dry in the fridge for an hour if you can, or the skin will not crackle. Cut the belly into slabs before frying so the skin fries evenly on all sides.
