- Season the beef with salt and pepper; heat the oil in a heavy pot and sear the meat deeply on all sides, about 12 minutes total.
- Add the onion, red pepper and garlic and cook until softened, about 5 minutes; stir in the tomatoes, tomato paste, achiote, cumin, oregano and bay leaves.
- Pour in the broth, cover and simmer gently until the beef is fork-tender, about 2 hours.
- Transfer the beef to a plate and shred it with two forks into long strands.
- Return the meat to the sauce and simmer uncovered, stirring, until the sauce is thick and clinging, about 15 minutes; fold in the culantro and serve with rice or boiled yuca.
💡 Chef tips & storage
Brisket and chuck are ideal because their marbling keeps the shreds moist. Skim the fat from the sauce if it looks greasy, then let it reduce until it glazes the meat.
