  1. In a large bowl, knead the beef, tapioca starch, egg white, ice water, garlic, salt, white pepper, and baking soda until very sticky and smooth, about 8 minutes. Keep the mixture cold.
  2. Bring the beef broth to a gentle simmer in a large pot.
  3. Wet your hands, then shape the beef mixture into 1 1/2-inch balls, dropping them straight into the simmering broth.
  4. Simmer until the meatballs float and are cooked through, 8 to 10 minutes. Skim any foam.
  5. Cook the noodles per package directions and divide among bowls with the bok choy.
  6. Ladle the meatballs and broth over the noodles and finish with scallions, fried shallots, and chili sauce.
