- Cook the ground beef with the onion, garlic, tomato, cumin and a pinch of salt until browned and dry, about 10 minutes; let cool.
- Mix the corn flour with the salt and oil, then stir in the warm water gradually until a soft, pliable dough forms; knead briefly.
- Divide the dough into 8 balls and press each into a thin round about 5 inches across.
- Place a spoonful of filling, and cheese if using, on one half, fold the dough over and press the edges with a fork to seal.
- Heat 1 inch of oil to 350°F (175°C) and fry the empanadas until golden and crisp, about 3 minutes per side.
- Drain on paper towels and serve hot.
💡 Chef tips & storage
Keep a bowl of warm water nearby while shaping — moist hands make the corn dough much easier to work with. The filling must be fairly dry so it does not soak through the dough.
