Kibbeh is the Levant’s most beloved bulgur-and-lamb creation, and the baked tray version, kibbeh bil saniyeh, is the one Jordanian families make for holidays and gatherings. Fine bulgur is kneaded with minced lamb and spices into a smooth shell, filled with a sizzling mixture of onion, pine nuts, and more lamb, and baked until the top turns burnished and crisp. It is showy, generous, and deeply satisfying.

The outside bakes to a deep, crunchy crust, while the inside stays moist and fragrant with allspice, cinnamon, and nutmeg.   1. Soak the bulgur in hot water to cover for 10 minutes, then drain and squeeze dry.
  2. In a food processor, pulse the bulgur, 1 1/2 lb lamb, grated onion, salt, spices, and pepper, adding the ice water gradually until the mixture is smooth and pasty.
  3. Make the filling: saute the chopped onion in olive oil until golden, add the pine nuts and remaining lamb, and cook until browned. Season with salt and allspice.
  4. Preheat the oven to 375°F and oil a 9x13-inch baking dish.
  5. Press half the kibbeh mixture evenly into the dish. Spread the filling over it, then press the remaining kibbeh on top, smoothing the surface.
  6. Score the top into diamonds with a knife and brush with olive oil.
  7. Bake until deep golden and crisp, 40 to 45 minutes. Let rest 10 minutes before cutting.
