  1. Drain the soaked rice and set aside.
  2. Heat the ghee in a heavy pot over medium heat. Add the cumin seeds, bay leaf, cloves, cardamom, and cinnamon and cook 1 minute, until fragrant.
  3. Add the onion and cook until golden, 5 minutes.
  4. Add the carrot, beans, and peas and cook 3 minutes, stirring.
  5. Add the rice and salt and stir gently for 2 minutes, coating the grains in ghee.
  6. Pour in the water, bring to a boil, then cover and simmer on low for 15 minutes. Turn off the heat and let it rest, covered, 10 minutes before fluffing with a fork.
