  2. Carefully stir in the coconut water and fish sauce — the caramel will hiss and seize, then loosen into a sauce.
  3. Add the shallots, garlic, chiles, and black pepper, and stir.
  4. Nestle the fish chunks into the sauce in a single layer.
  5. Simmer uncovered over medium-low heat for 25 to 30 minutes, spooning the sauce over the fish now and then, until the sauce is thick and glossy.
  6. Taste and add more fish sauce if needed.
  7. Scatter scallions over the top and serve hot with steamed rice.

Use a wide, heavy pot so the fish fits in one layer and the sauce reduces without scorching. Let the caramel go to a deep amber but not black, or it will turn bitter.
