  1. Simmer the rice with the water, cinnamon sticks, lime zest, and salt in a heavy pot until the water is absorbed, about fifteen minutes
  2. Add the milk and sugar and bring to a gentle simmer, stirring often
  3. Cook over low heat for twenty-five to thirty minutes, stirring frequently, until the pudding is creamy and the rice is very tender
  4. Stir in the raisins and vanilla during the last five minutes
  5. Remove the cinnamon sticks and lime zest, and let the pudding cool slightly; it will thicken further as it rests
  6. Serve warm or chilled, dusted with ground cinnamon
