- Season the beef with adobo and pepper. In a heavy pot, heat the annatto oil over medium-high heat and brown the beef in batches until deeply seared on all sides.
- Add the sofrito and cook 3 minutes, then stir in the tomato sauce, bay leaves, oregano and broth. Scrape up any browned bits, cover, and simmer 1 hour, until the meat begins to soften.
- Add the potatoes, carrots, calabaza, olives and capers, and simmer uncovered 30 to 35 minutes more, until the vegetables are tender and the sauce is thick and glossy.
- Discard the bay leaves, taste for salt, and serve hot over white rice.
